Sanctuary Personnel is seeking a skilled and experienced Interim Head of Integrated Commissioning to join our team on behalf of Gloucestershire County Council. This pivotal role involves leading strategic planning and service development to improve system flow and drive positive change across health and social care services in the region. The role is a Locum, full time position and is paying £500 a day.

Key Responsibilities:

  • Strategic Leadership: Lead on the strategic planning and development of services to improve system flow and deliver transformational change across health and social care.
  • Collaboration: Work closely with commissioning leads for Older People, Disabilities, and Mental Health services, ensuring effective integration and links across all aspects of care.
  • Market Oversight: Manage relationships and expectations with the Independent Health and Social Care market, including response coordination during periods of stress or crisis.
  • Service Redesign: Lead on service redesign and implementation for projects that contribute to health and social care targets and ensure empowerment and equality of outcomes for all citizens.
  • Contracting & Commissioning: Oversee the commissioning and contracting of services across various providers, ensuring compliance with regulatory standards and alignment with national policies.
  • Data Management: Analyse data and provide insights on service performance, creating actionable reports to guide improvements in practice.
  • Stakeholder Engagement: Represent the organisation at regional and national events, presenting complex information to diverse audiences to influence decision-making.

Candidate Requirements:

Essential Qualifications and Experience:

  • Proven experience in a senior commissioning or strategic planning role within health and social care.
  • Strong understanding of national policy, legislation, and best practices related to integrated care systems.
  • Demonstrable success in leading service redesign and transformation projects.
  • Experience managing contracts and relationships with a range of providers across community, primary, and specialist services.
  • Exceptional analytical and data interpretation skills, with experience producing detailed reports to inform strategic decision-making.

Skills and Attributes:

  • Outstanding leadership and management abilities, with experience overseeing teams and delivering strategic objectives.
  • Strong negotiation and stakeholder management skills, with the ability to work collaboratively across complex organisational boundaries.
  • Excellent communication and presentation skills, capable of delivering compelling cases for change to diverse audiences.
  • Ability to manage competing priorities and work effectively under pressure in a fast-paced environment.

Preferred:

  • Knowledge of Gloucestershire’s health and social care landscape is advantageous.
  • Proficiency in data visualisation tools and Microsoft Excel.
  • Experience leading projects within an Integrated Care System.
